Cop Punches woman in face, Mayor apologizes

Cop floors a philadelphian woman during a Puerto Rican parade because he mistakenly thinks she threw beer on him (she didn't). As you can see in this youtube video he punches her to the face and handcuffs her.  That led the mayor to apologize to the woman in person.  You do have to wonder though if this wasn't caught on tape, what would have happened?
